The spacer is mounted on the coupling side between the handlebar fitting and the rubber grip. It thus serves as a stop for the rubber grip that would otherwise always slip inwards.
Tip:
The rubber grip is best removed using compressed air. For assembly, spray the rubber grip from the inside with brake cleaner - this makes it slide easily over the handlebars. The brake cleaner vaporize afterwards - the rubber will then be fixed again.
