There are tube handlebars that are simply smooth on the inside - for these the clamps are intended. Please measure the inner diameter with a caliper gauge and select the appropriate clamping based on the table below.
Alternatively, there are also handlebars that have an internal thread. There please check which thread size your handlebar has and select the screw connection based on this
